como você mencionou so não reinicia quando está no carregador.

as evidência é que a  bateria o causador do problema (curto) por isso esquenta 

se a placa não estiver em curto troca a bateria se não funcionar tentar um Hard reset e Software

ja peguei casos de ser virus e o virus forçava muito o processador e as vezes afeta algum programa essencial para o funcionamento correto do sistema do ATC.
