Claro que sim amigo, pega a nota fiscal dele e dirija-se a operadora de origem dele, assim vc esclarecerá o porque do aparelho estar retornando essa mensagem, por algum impedimento. Perda/Roubo e por último acrescentaram débito tb, portanto, apenas a operadora de origem para sanar sua dúvida.
