    Eu fiz esse procedimento que você falou da ligação, após isso coloquei um cartão de memoria com os seguintes apps: nova-launcher e clique em abrir, depois instalos os outros: NFC Tools_4.15, Device Owner Provisioner_15.4.1, Test DPC_3.0.8, esse ultimo é mais importante, é o que vai fazer a criptografia do aparelho, depois de tentar configurar dpc, reinicie e habilite o modo desenvolvedor, e coloque o seguinte codigo pelo adb : adb shell content insert --uri content://settings/secure --bind name:s:user_setup_complete --bind value:s:1 e pode resetar pelo menu. pronto.
